Captiva Civic Association

 Land Use Policy:

Resolved by the Board of Governors on Nov. 19, 1996 that:

1. We commend any effort to reduce the potential for additional commercial development on Captiva Island; correspondingly, we oppose the use of any presently zoned residential property in support of or, as part of, a commercial development.

2. We respect the property rights of all Captiva Islanders to utilize their properties in accordance with applicable laws and regulation and in good taste, although we favor some changes, which would contribute to better native vegetation, less density and/or less traffic.

3. We do not favor any residential development, which results in a density greater than three units per acre.

4. We are deeply concerned about preserving and expanding where possible, the amount of native vegetation on Captiva Island.

5. We do not favor any development, which will generate additional traffic, whether vehicular or pedestrian.

6. We hereby direct our officers and staff to work with property owners, developers, Realtors, regulators and other interested parties to achieve the best possible results on a case-by-case basis consistent with these resolutions.

7.  We shall work with local business and commerce entities to constructively plan changes to the local environment and growth on Captiva.

 

Resolution by the General Membership of the CCA at its General Business Meeting on February 22, 2000:

I) To continue to defend maximum density of three units per acre overall for Captiva.

2) To continue to pursue by all means, including legal action, enforcement of maximum density limitations on South Seas Plantation, and to oppose any transfer of development rights from elsewhere to South Seas.

3) To oppose any expansion of the South Seas-based sewer operation until the operation is in full compliance with all environmental regulations, without any use of wetlands (i.e., mangrove areas) to achieve that compliance.  To support any expansion at that time only if Civic Association members are satisfied that the proposed expansion cannot be used to avoid density limitations or other land use regulations.

4) To request the County Commissioners and county departments to enforce vigorously the recently enacted height and vegetation ordinances.

5) To request the County Commissioners and county departments to enforce vigorously ordinances on the books governing commercial activities, including but not limited to, permitted parking and seating densities in commercial uses.

6) To request the County Commissioners and county departments to enforce vigorously ordinances on the books governing residential land use.

Agreed to through survey with 91% approval-October 2001:

 “No proposed comprehensive plan amendments for Captiva should be filed with or considered by the Lee County Board of County Commissioners unless the amendments are approved by an actual vote of Captiva’s registered voters and property owners, verified in an open process.”
